Minister Rianne Letschert wants to merge the current broadcasting associations into four broadcasting houses organized as foundations, with NOS and NTR continuing to exist as separate entities. Each broadcasting house will have one executive board and one supervisory board, intended to increase efficiency, while executives and supervisors will be subject to maximum terms of office. The NPO will lose its detailed control over programming content, as strategy will henceforth be determined jointly with the broadcasting houses, although the NPO will retain its coordinating role for programming and distribution. Ongehoord Nederland falls outside the clustering for the time being, although the cabinet intends to legally enshrine the requirement that every recognized broadcaster eventually receives a place in a broadcasting house.
