The NPO and the broadcasters acknowledge that public broadcasting must undergo radical change, viewing the findings of the evaluation committee *Focus on Core Values* as an urgent call to action that they do not wish to postpone until a new system. Core values such as quality, independence, and pluralism must take a more central role, while societal impact must become more concretely measurable, as reach alone is no longer sufficient. Prospective broadcaster Ongehoord Nederland does not endorse the joint response and has submitted its own viewpoint, in which ON! argues that the visitation process exhibits procedural flaws and that the report fails to do sufficient justice to its position within the system.
