IMPEL TFS - a network of representatives from authorities of the European Union Member States and other countries involved in the inspection and enforcement of Transfrontier Shipments of Waste - produced this international training DVD about waste shipment enforcement in practice in collaboration with the Dutch VROM-Inspectorate and the Environment Agency of England and Wales.

IMPEL The title of the film is ‘You can only clap with two hands’, which illustrates the need of collaboration for succesful enforcement.
